There are, as I said lots of fics about both events – and I’ve tried to pick out the better ones. There’s smut, romance, angst and death (sorry, rent - you have my permission to skip those ones!) – something for everyone, then! ;)
I’ll start with the post Gaza fic:

Every Goldfish Deserves a Funeral by kHo - she says “because Donna needs a Noel, too”! I said when I rec’d this one the first time around that I wasn’t necessarily a fan of the idea of matching his ‘n’ hers PTSD, but it’s still a wonderful fic, and beautifully written.
There’s a shorter piece which is a companion to this one, which can be found here - there are three “ficlets” posted there, and the one I’m pointing you towards is the conversation between Josh and Leo, which is the third one on the page.
Also by kHo, The Strength of Friendship in which Josh has a surprise visitor to the hospital in Germany.
The Things that Come Back - Donna recalls a few things about her first days in the hospital in her first moments awake, and a short companion piece, Sometimes a Boy Needs His Mother (2nd story on the page)
After Gaza by Speranza. I can’t express my love for her JD fic enough – this one isn’t smutty (sorry!) and Josh is deliberately acting the idiot to put Donna at her ease. That might not make much sense, but it will when you read it!
Inexpressible lurve for Dianora, too, whose Josh and Donna are sexy, funny, and utterly in character – there are quite a few post Gaza fics at her site -Changes is more about Josh and Donna’s shifting relationship, whilst Burning, Drowning and Inertia - which is a post-ep for Third Day Story - and Stuck a post ep for The Dover Test - all look at the the way Josh and Donna's relationship has changed from both their points of view.
She Will Be Fine, by

A story with an interesting slant is Trying Friendship. Josh is met at the airport on his return from Germany by … Amy. I like this fic because it shows that, whatever happened between them, Josh and Amy stayed friends. I’ll admit, it’s not the best written fic I’ve ever come across, but it’s not bad, and I just like the premise.

Another angsty but fairly romantic fic is Old Long Time by the georgia bean. It’s not really a post ep for Gaza, but Donna is still trying to work through her issues, so I think it counts!
If you want romantic post Gaza stories which are more about Josh and Donna getting together than Donna coming to terms with what happened, there are a couple of sagas - Jen Wilson’s What We Do and Liza C’s Without Warning and it’s prequel, Tired, which is linked on the same page. This is slightly AU, as Tired is a post ep to No Exit in which Donna doesn’t sneak out when she hears Josh calling her at the end of the episode.
Ave by dyrnekeeper is a wonderful fic which switches between Donna’s POV after Rosslyn and Josh’s after Gaza.
And finally for the Gaza stuff, cranking up the angst-o-meter, here’s Inevitable by A.j - warning - character death.
There’s a helluva lot of post-Rosslyn stuff as well and not all of it’s really related to the effects of the shooting as such – but these are the ones which I think tackle it the best:

Marguerite’s series, Time and the Fates of Men features reflections on Rosslyn from Sam, Leo and Toby whilst Josh is in surgery.
In the Cold Light is at emilys_list, and is another fic set during the episode, as Donna sits at Josh’s bedside (yes, there are a lot of those…) as are Bramble’s Waiting for Lyman and Ground Zero by A.j
Bramble's Just Between Us is a romantic and slightly smutty fic which, although set at the end of S2, refers back to the shooting.
The whole of Jo & Ryo’s A Winning Strategyis set post ITSOTG; in the first instalment Josh and Donna realise they’ve been given a second chance and decide to get married (in secret). It’s a very long series and as with all their stuff it’s entertaining and wonderfully written. If you want the angst though, the third part, Trials is where Josh starts to deal (or not!) with what happened to him and pushes everyone, even Donna, away as a result. It’s angsty and beautifully written. I can’t tell by the date whether it was written before Noel aired, because the UK dates are all different, but there are no references to the ep, so I’d guess not.

There are two post- Rosslyn series by Dee - The Long Hot Summer which takes place during Josh’s recovery and ends with his eventual return to work and the sequel, Loyalties; both are at her site.
These fics aren’t JD, but are all post Rosslyn by kHo - Edge of the Wave is set during ITSOTG – Sam sits at Josh’s bedside and talks about their friendship as Josh drifts towards consciousness, and in Brothers, Josh wakes up to find Toby sitting with him. A Little Bit of Levity is Josh and Mallory, again at the hospital – because if you think about it, if Leo has known Josh since he was a kid, as is often suggested, Josh and Mallory have probably known each other since they were kids, too.
Also, not JD, but another viewpoint – this time Zoey’s as she attempts to come to terms with what happened - On the Way to Comfort, by Perri.
If you can read Donna with someone else because Josh died of his injuries, Perri wrote a really good crossover with Sports Night wherein Donna eventually manages to move on - Mend.
It’s kinda hard to separate out ITSOG and Noel sometimes, because of course the two are directly related for Josh; so here are a few Noel related fics as well – as with the others, there are a LOT, but these are ones I think are especially good (and that I could come up with off the top of my head!) –
Perri’s Counting Coup is set the day after Noel as Leo and Bartlet talk about Josh (and Donna).
Silent Night by Sally is also set post Noel as is (most of) the wonderful Scar Tissue series by Jo & Ryo
